‘10 Reports in 10 Minutes’ – A documentary about the Offlimits hotline

In early April, the short documentary about the Offlimits hotline ’10 Reports in 10 Minutes (10 Meldingen in 10 Minuten)’ was published in the New York Times. This short film was first aired on national television (NPO) in the Netherlands in December 2024, and now with English subtitles available in the New York Times.

The documentary follows Eko, the longest-serving analyst at the Offlimits hotline, during a typical moment in his day-to-day work. Although no illegal images are shown in the film, Eko carefully took viewers through 10 minutes of his work analysing 10 reports, describing out loud what he was seeing at the moment and how he was processing each report. Through these careful descriptions, viewers gain a close sense of the work of analysts, and how these images and videos accumulate in their minds, report after report.

The Netherlands hosts the highest volume of child sexual abuse material (CSAM) in the EU. Analysts at the Offlimits hotline work full time to process the large number of reports coming in each day and to take down illegal content as quickly as possible. In its simplicity, the documentary offers a powerful glimpse into the everyday reality of this work and the responsibility carried by analysts. This documentary also received the journalism award De Tegel in the HUMAN documentary category in the Netherlands.
